Spring-fed pressure washer.
It's a lift of sorts. It looks like a large jack and the hose hooks up to an air compressor. I bet it could lift a tractor.

Joe is correcter than the rest of you. It is indeed a hydraulic post driver. For making posts stick up out of the ground. Because a posthole digger is too much labor.
